Computer Usage Policy

Internet Access   •Public Access Catalog (PAC) 

Persons under the age of 13 must be accompanied by a parent/other responsible adult over the age of 18 to use the internet.

Young adults between the ages of 13 and 15 inclusive must have a signed parental Internet use permission slip on file OR be accompanied by a parent or other responsible adult over the age of 18 to use the Internet.

Computer/Internet users must have a valid library card. A driver’s license or other acceptable photo identification may be used by non-area residents.

Computer/Internet users' library cards must have a "Good" status.  Fines/fees must be paid and overdue materials returned before computer/internet privileges will be granted.

Patrons must sign in at the circulation desk before using library computers.

Computer/Internet users will be limited to two hours per day Monday-Saturday and one  hour per day on Sunday.  Users may not specify which computer they want to use unless they need the color printer.  Computer use sessions will be limited to one hour, if others are waiting.  

No more than two people may be at any library computer at one time.

Adult patrons may access e-mail using their web e-mail, HotMail, or similar accounts.

Printing from computer/internet resources is $.25 per page for all pages printed.  Please preview print jobs to prevent wasted pages.  Printer charges must be paid at the circulation desk.

Computer/internet users may not save files to the computer's hard drive, change computer settings, or bookmark Internet sites. 

All disks or devices must be scanned at the circulation desk prior to using them in the library computers.

Patrons may download data to floppy disks.   Writable CDs are available for purchase at the circulation desk for $2.00 each ($.50 each for floppy disks).

Unacceptable Use of Computers/Internet:
Transmission/downloading of any material in violation of any U.S. or state regulation is prohibited.  Examples include copyrighted items, threatening or obscene/pornographic material, or material protected by trade secret.

Patrons who use the Library's Internet resources to access obscene/pornographic sites in violation of Title 18, Chapter 59, 5903 of the Pennsylvania Consolidated Statutes or other statutes, or in violation of provisions of the Homeland Security Act, will be banned from use of the library's computer resources.

The penalty for violation of library computer/Internet use rules will be a three (3) month ban for the first offense, six (6) months for the second offense, and a permanent ban for the third offense.

Be advised:
Mifflin County Library makes no warranties for Internet sites.  Library staff cannot control the availability of information links, which often change rapidly and unpredictably.

Users need to be good information consumers.  Not all sources on the Internet provide accurate, complete, or current information.  Use of any information obtained via the Internet is at the user's own risk.

Network Etiquette:
Be polite.  Use appropriate language.  

Do not reveal personal information, e.g.: address, phone number, credit card numbers, etc.

Security and Vandalism:
Security problems should be reported to the library staff.  

Vandalism will result in the cancellation of user privileges.  Vandalism is defined as any malicious attempt to harm or destroy data, including the uploading or creating of computer viruses, changing computer settings, or downloading or installing software programs not already available.

*MIFFLIN COUNTY LIBRARY INTERNET AGREEMENT
I understand and will abide by the Mifflin County Library Internet Use rules and other conditions listed above or posted by the Internet computers.  I further understand that any violation of the regulations is unethical and may result in loss of access privileges and/or appropriate legal action.  I have received a copy of the Mifflin County Library Internet Use policies for my files.

For Parents of Children between the age of 13 and 15 inclusive giving permission for the child to use the Internet unaccompanied:

I have explained the above Internet Use Agreement to my child who agrees to abide by it.  I understand that while the majority of web sites on the Internet provide appropriate entertainment and/or useful information, I also understand that sites exist that may be considered inappropriate.  I have instructed my child to not search for potentially inappropriate sites, and if they should accidentally come across them, to exit from them immediately, asking for assistance, if necessary.  Under this agreement, I permit my child to use the Internet at the Mifflin County Library.  We have received a copy of the Mifflin County Library Internet use policies for our files.
